RuggedCom Products for Export to Destinations other than the U.S. and EU+5 Countries

RuggedCom Products contain strong cryptographic technology that is subject to Canadian export control regulations. Specific models of the RuggedRouter®, RuggedSwitch® and RuggedServer™ product families and RuggedExplorer™ that contain such technology are listed below. While exports of these products are allowed, an export permit must first be obtained from the Canadian government for exports to destinations other than to final consignees and end-users in the U.S. and EU+5 countries. In aid of obtaining this permit, customers of this technology, other than those who will be using these products in the U.S. and EU+5 countries will be asked to complete an “End Use Statement” which must be provided to Canadian export control officials as part of the permit application process.

In addition to the export control laws referenced above, other Canadian laws restrict all exports to any of a small number of countries. In those circumstances where the final consignee or end-user is in one of those countries, the export is controlled and must be authorized by an export permit issued by the Canadian government.

RuggedCom Non-Controlled Cryptographic Elements Summary:

RuggedCom has developed an exportable version of products which contain cryptography that, under current Canadian regulations, is not export controlled. In particular, products that are non-controlled contain specifically limited symmetric cipher algorithms used for encryption and are restricted to a maximum key-length of 56 bits. RuggedSwitch® and RuggedServer™ products families and RuggedExplorer™ that are non-controlled generally will not require a Canadian export permit unless exported or transferred to any of a small group of countries. In those circumstances where the final consignee or end-user is in one of those countries, the export is controlled and must be authorized by an export permit issued by the Canadian government.

All products that are non-controlled will be clearly identified, on the user console by displaying a text-description field labeled ‘non-controlled’. Additionally the displayed product model will include an ‘NC’ indicating that it is a non-controlled model. Finally, these products will be stamped with a “NON-CONTROLLED” marking on the shipping and outer packaging materials.

For such products, the Secure Socket Layer (SSL) service used for web-based management has been limited to support only the CBC-DEC (Data-Encryption-Standard with 56 bit keys). RSA (1024 bit key) is used for ‘key management’ (key-exchange) only.

The Secure Shell Handler (SSH) and Secure File Transfer Protocol (SFTP) services have been removed. The associated functionalities have been replaced with the ‘Telnet’, RSH or ‘TFTP’ services which utilize no cryptographic features.

The Terminal Access Controller Access Control System (TACACS+) service has been configured to utilize only “clear-text” network packets.

The Simple Network Management Protocol version 3 (SNMP v3) service uses CBC-DES (56 bit key length) for encryption.

The RADIUS client (with MD5 hash) is an authentication service.

The Point-to-Point (PPP) service using CHAP (with MD5 hash) is an authentication support-feature.
